DEC my request for extension to comment period on Global application

Dear Ms Gaidasz and Ms Baker:
I would like to request an extension of the comment period for at
least 30 days for the DEC response to the application by Global
Companies LLC for a Title V facility air permit for expansion of their
crude oil handling at their pass-through "Terminal".
The citizens of Albany have only recently become aware of this
application. As one of the elected officials who represent a part of
Albany's South End, where the Port of Albany is located, I was not made
aware of this proposal until I saw the Albany Planning Board's notice of
a requested action by that Board regarding the building to be
constructed to heat the petroleum product.
At the Albany Planning Board's meeting on December 19, serious concerns
were expressed about the whole project. Located immediately adjacent to
the Port is the Ezra Prentiss public housing complex. This complex is
home to almost 300 children, mostly children of color from
economically-disadvantaged families. This area of Albany has a high
level of childhood asthma.
I believe that the Global Companies application should be treated as an
Environmental Justice situation. I am requesting that all New York State
laws, regulations and Executive Orders regarding Environmental Justice
concerns be considered before the Department of Environmental
Conservation makes any decision approving the project.
I am also requesting that the DEC hold a public forum to inform the
residents of Albany's South End what this project entails, such as: what
type of petroleum product(s) need to be heated in order to be
transferred from train cars to ships; what are the possible health
affects from air contaminants from the heating process; and what safety
measures are ion place should there be a leak of this petroleum product
or a fire.
